City of Lévis Signs Enterprise License Agreement and Improves Efficiency by 40%

Solution The City of Lévis signed a three year Enterprise License Agreement (ELA) with Esri Canada to take advantage of unlimited access to the software at an affordable, fixed annual cost. This enabled the city to quickly deploy GIS through a Web-based infrastructure management application. 'GOcité' was developed through a partnership of 10 Québec cities and provides basemaps, infrastructure, environmental and other spatial data to over 350 users through the city's Intranet. Engineers, urban planners, municipal inspectors, public works supervisors, police officers and firemen can view and query more than 105 information layers and gain access to planning documents through hyperlinks. These comprehensive land management datasets include aerial orthophotos, sewer and water networks, municipal zoning, property assessments, road networks, hydrography and buildings. The ELA has also equipped the city with GIS tools that will be used to customize data analysis models and distribution applications based on the specific needs of each municipal department. Benefits 350 staff members within the City of Lévis are now equipped with sophisticated land analysis capabilities. Through GOcité, geographic information can be analyzed from a secured environment that optimizes data integrity and system performance. The ability to access data from a central Web site has not only improved employee efficiency and enhanced communication among stakeholders, it has also enabled the city to respond to citizen queries almost immediately. When a resident calls the Department of Urban Planning to inquire about municipal zoning, the inspector can leverage data through the city's GIS rather than search through folders of documents. This has improved overall efficiency by 40%. The ELA also provides unlimited technological resources to continuously update data which has improved the quality of the city's information and streamlined the process of data maintenance.
