Large fires in a single area can draw resources from multiple fire stations, often leaving entire fire stations empty. The absence of available fire apparatus in these empty fire stations creates a protection gap while the initial units are attending to the fire. To address coverage gaps, Halifax Regional Fire and Emergency developed a move-up model to provide better fire protection coverage for its urban and suburban fire stations. The preliminary move-up model was constructed using location allocation to solve relocation and coverage problems. The solution needed to determine when move-ups should occur, which fire stations should be assigned a cover and which fire stations should be selected for move-up.
