New Brunswick Modernizes the Process of Mineral Claims Staking

Solution New Brunswick's Department of Natural Resources and Mineral Petroleum Development Branch selected Pacific Geotech Systems Ltd. to bring e-CLAIMS to life. They merged their Mining Tenure Online (MTO) system with Esri technology to build a customized online map staking solution. Serving as the solution's engine is the Resource Allocation Mineral Management System (RAMMS) – a forms based database that was built by Esri Canada's Professional Services using a land records framework. To enable the MTO system to communicate with RAMMS, Esri Canada consultants also developed a Service-Oriented Architecture (SOA) interface. MTO is an e-commerce, GIS web-enabled system for mineral title acquisition and administration. The Adobe Flex Viewer was leveraged to make MTO available through a standard Web browser and a number of Map Viewers were built to provide easy access to data. Pacific Geotech also customized modules that encompass New Brunswick's business rules so that the system completely integrates with the existing corporate infrastructure. Prospectors from around the world can access maps, carry out land searches and register for their prospecting license. They can view rivers, streams, parks and other features to determine where to locate a claim and overlay geology to pinpoint geological hotspots. Once a land acquisition is confirmed, the user can make a secure payment and the new claim is represented on a map. Benefits The switch to an online map staking system has modernized New Brunswick's process for mineral claim staking, creating greater administrative efficiencies for both the government and industry. Using digital base maps integrated with other online resources to secure title, completely streamlines the entire claim acquisition process; it also enables faster resolution of title conflicts and faster permit processing. Payments can be made securely online which further reduces processing time. This means that companies can spend less time on prospecting and focus their resources on the exploration stages. e-CLAIMS supports the development of better, more productive relations with private landholders by removing a major source of friction, as prospectors do not have to disturb the land to stake their claims. It improves communication by providing public access to information about land staking activities across the province and also encourages business development by allowing anyone with a license, from anywhere in the world, to stake a claim. This means that independent prospectors and junior exploration companies have access to land that may otherwise be too difficult or costly to stake.
