Solution Ville de Trois-Rivières selected ArcGIS for Desktop to automate processes. Powerful capabilities allow staff to incorporate official cadastre data, transactional information from the Land Registry Office and data derived from various municipal departments into a central database. Using the software, data layers representing neighbourhood boundaries, assessment units, easements and real estate transactions can be easily created and edited. ArcGIS analysis capabilities make it easier than ever to determine property values. For example, users can click on a sold property to bring up its attributes and then compare these against other properties of similar value. Data such as average rents, operating expenses, construction costs and zoning restrictions can be analyzed at the neighbourhood level or across the city. Users can select from a variety of criteria to automatically calculate new valuation scenarios. Topology tools, which provide a mechanism to model spatial relationships and ensure data integrity, are leveraged to uncover data inaccuracies and edit records automatically. Data is updated nightly to ensure accuracy and rendered in an ArcSDE format that is fully compliant with standards set forth by the province. This enables the City to maintain a seamless, up-to-date parcel basemap from which to generate accurate property assessment rolls of superior quality. For example, GIS data can be layered with a digital terrain model derived from LiDAR data to estimate the percentage of properties affected by steep slopes. The ability to visualize data has also significantly improved. Through a parcel basemap, spatial variations in value at the individual property level can be assessed at-a-glance. Properties with known values can be simultaneously displayed alongside properties with estimated values to check for anomalies. Assessors can layer census data, neighbourhood boundaries and distance to key facilities for deeper insights. It is also possible to take into account the proximity of external assets such as highways or railways. By using GIS, Ville de Trois-Rivières can apply a standard data model and centralize access to data. They leveraged a model built by several cities known as GOCité that enables local municipalities to share datasets related to water/ wastewater, administrative boundaries, planning and the environment. GOCité ensures that staff is always working from the most current information available.
