Challenge In the province of Québec, municipalities are responsible for preparing and maintaining property assessment rolls every three years in accordance with municipal taxation guidelines. The assessment team at Trois-Rivières is comprised of 20 staff members who must establish the value of over 48,000 evaluation units. Four methods are available to establish the value of each building: comparing properties with similar characteristics, assessing construction value in addition to land value, estimating a building's economic potential and statistical modelling. When existing buildings are modified, the Assessment Department will visit the property to update its information. Previously, Ville de Trois-Rivières staff relied on a legacy computer system to digitize parcel information which offered limited visualization and analysis capabilities. This made it difficult to comply with regulations introduced in 2010 requiring more detailed parcel mapping data. For example, assessment parcel boundaries must now be visualized directly above corresponding cadastral parcels. To meet this criteria without a significant increase in manual work, Ville de Trois-Rivières would need to leverage a technology platform that offered automated tasks. GIS-generated parcel basemap provides powerful visualization & analysis capabilities With a population of just over 130,000, Trois-Rivières is considered the economic hub of the Mauricie region in Québec and is responsible for creating and maintaining a property assessment roll for all of the properties in its territory. When several cities merged in 2002, there was a requirement to integrate non-compliant datasets from 5 different consultants. Adding to this challenge, the Québec Ministry of Municipal Affairs, Regions and Land Occupancy (MAMROT) imposed stricter standards for parcel mapping.
